This document is the first deliverable of WP3 and summarises the work performed in tasks 3.1, 3.3, 3.4, and 3.6 regarding cloud provisioning and utilisation of cloud resources for Policy Cloud, cloud gateway design and APIs, incentives management, and the data privacy and governance mechanism. This initial iteration will be followed by updates in month 20 (D3.4) and month 32 (D3.7).
