Policy Cloud aims at delivering an integrated cloud-based environment for data-driven policy management. This will provide support to public authorities for policy modelling, implementation, simulation, enforcement and adaptation. Our technologies and services will aim at optimising policies across sectors by using analysed inter-linked datasets and assessing the impact of policies, while considering different properties (i.e. area, regional, local, national) and population segmentations, in order to ensure proposed policies and the highest impact. The Policy Cloud environment will realise an introduced holistic methodology for policy modelling and management based on data artefacts. Our goal is to provide a toolkit allowing public adiminstrations, businesses and engaged citizens to create policies by exploiting Policy Cloud models and analytical tools on various datasets, contexts and policy models.

Users will be able to tailor their own policy making thanks to Policy Cloud. They'll be able to specify  requirements and parameters to be considered during the collection and analysis of different datasets. Core to the environment will be the realisation of interoperable and reusable models and analytical tools that will use the data and analytical capacity offered by cloud environments.

Policy Cloud service architecture

Policy Cloud will provide six services with integrated reusable models and analytical tools through a full stack, turning raw data into valuable and actionable knowledge towards efficient policy making. These tools will be applied through data functions across the complete data path realising additional functionalities such as opinion mining, sentiment, social dynamics, and behavioral data analysis, while ensuring conformance to legal, security and ethical issues. Cloud Capabilities & Data Collection

Adaptable cloud gateways and APIs to obtain data from heterogeneous sources such as online platforms and the Internet of Things, 

  • A Data Governance Model will be integrated  to ensure access to data across the complete data lifecycle.
  • Incentives Management will be integrated to ensure citizen engagement and participation. 

Reusable Models & Analytical Tools

A set of technologies spanning the complete data lifecycle from cleaning, aggregation, representation, modelling and analytics, to interpretation, knowledge extraction and distribution of results. The tools will enable opinion mining, and sentiment, social dynamics, and behavioral data analysis. Semantic annotations will be integrated to ensure data interoperability and reusability. 

Policy Development Toolkit

Automated tools enabling non-experts to manipulate, model, and visualise both data inputs and the outputs from analytics processes. Visualizations will be incremental and cover a wide range of aspects from data analytics and data source information to policy evaluation outcomes.

Ethics Framework

A documented approach ensuring the provision of privacy and security for sensitive data. 

Data Marketplace

A repository of exploitable  data and knowledge to be used across the full range of policy making scenarios.

Policies Management Framework

Decision tool based on the Policy Cloud “Data-driven Policy Lifecycle Methodology” and enabling the integration of data collection, modelling and simulation technologies as well as the assessment of policy compliance and impact.


On top of the aforementioned core technologies, Policy Cloud will introduce the concept of collections of policies to create collective knowledge that can be exploited to analyse and optimise policies within and across sectors. As policies are modelled, they will be considered as artefacts that can form different “collections” according to a set of criteria. The goal of these collections is to create a pool of “policies” knowledge that can be utilised to optimise decision making by identifying common patterns that can lead to more efficient policies.

The six Policy Cloud services will be offered through the European Open Science Cloud. The Policy Cloud Marketplace will be part of the infrastructure and will offer the solutions in terms of models and analytical tools that can be exploited by  end-users through Policy Cloud Development Toolkit. The models will be applied to datasets provided by different sources that will be stored and analysed in the Policy Cloud environment, using EUDAT. Additional cloud providers and data solution providers can be part of the overall environment through the EOSC-hub
